OK, so it's something completely different:
In the first screen shot (comment #12), the [Next] button is the default button
and has the focus. In the second screen shot (comment #13), [Next] is still the
default button, but it does NOT have the focus.
A default button is a button that gets activated when you press [Return]
anywhere in the dialog, no matter where the keyboard focus is. This is handy
for dialogs with a number of input fields so you can send off the data without
navigating to that button first.
So the behaviour is perfectly normal: The [Space] bar activates a push button
if (and only if) it has the keyboard focus, whereas [Return] activates a
dialog's default button, if it has one.
