[Bug 440625] new gconf backend maps proxy settings while it shouldn't

That's probably not quite the expected/wanted behaviour. So I'd recommend to just remove the proxy mapping and control network.proxy.type properly. There is already /system/proxy/mode but I don't know what it is supposed to control and which values are allowed.
