If I trun it off, the system stalls. In cases where it does not stall turning
it off (no power at all) and turning it back on does not help, even if I do it
several times.

Since powering off the harddisc resets it completely and does not make any
difference in either case, I do not think that this issue is related to the
harddisc. If so, it would not work 100% if it is powered on before booting and
fail 100% if it is turned on after or during booting.
