apache2ctl is provided for compatibility but the shipped
/etc/apache2/httpd.conf requires that the rcapache2 script has run at
least once. [*]
You *should* use rcapache2, really, since it is has lots of cool
features anyway, while apache2ctl does nothing more than starting the
daemon and killing it. Is there a particular reason for you to stick to
apache2ctl?
[*] in fact, the RPM %post script makes sure that some needed action is
done at installation time already (get_module_list). This could be
completed by adding calls to /usr/share/apache2/get_includes to each
%post. Then it should work out of the box...
