For root, it is the default behavior that everything except LC_CTYPE is set to POSIX. But it works: at least on my 10.3, root can enter such characters in ncurses mode.
Yes, you are right, I didn't notice this. But during installation all locale settings are set to UTF-8 and if I login as root in an xterm the locale settings remain the same as set for the user. I have also tested with 10.3 and have checked the logfile. The encoding is set correctly here to UTF-8 although LANG is set to POSIX.
