I was bitten by this problem too and tried to figure out what's happening.
Here's what I found so far:
With the update of linux-kernel-headers from 2.6.24 to 2.6.25 on Apr 25th,
linux/capability.h was changed to support 64bit capabilities (kernel commit
e338d263a76af78fe8f38a72131188b58fceb591). If I understood correctly, this
marks the shift from libcap1 to libcap2 (which seems not available in Factory
at the moment).
If you download an old build of the bind package (I tried with 9.4.2-21 from
Alpha3), it will work in legacy mode (warning: `named' uses 32-bit capabilities
(legacy support in use)).
I'm not sure if we will need libcap2 to make the newer builds of bind work
or if this is a kernel regression and should be working with libcap1 anyway.
