That's a safety feature of smpppd. If the last frontend disconnects it
terminates the connection. That way e.g. an expensive isdn connection is
stopped if your xserver crashes. smpppd does however not know whether a device
was brought up by the system or by the user so it can't behave differently.
As workaround you can set
stop-on-disconnect = never
in /etc/smpppd.conf or set the interface to dial on demand.
Considering that smpppd was declared dead I am not going to redesign this
behavior.
