That is a Gnome issue.

How to reproduce:
- download a YMP created by the buildservice
- download the file behind
- execute gnome-open on both files

Both should open the YaST2 meta package handler but the second one opens

The difference which causes it is most probably the header:
<?xml version="1.0" encoding="UTF-8"?>
which triggers gnome-vfs to choose an XML handler instead of honoring the
extension. Firefox offers the right choice since it only can use the delivered
mime-type and filename to guess the handler but when it's finally downloaded
gnome-vfs is sniffing the file and finds that XML header.

Don't ask me if it is a bug on 10.3 which has been fixed in 11.0 since sniffing
the file could be meant as the "right" way to do it.
