Sorry for the delay - I'm working up old bugs now.

ATM (10.3) the section caption is a little bit more prominent and the spacing
is better. The whole section shows blue background if selected by the links at
the left side. And the current solution shows more consistency with the start
menu.
I don't know if there is some discussion about a control center redesign.
Perhaps you can take part in some discussions at
