Upgrade from previous 10.2 -- which did not have
/etc/modprobe.d/unsupported.blacklist in its RPM package.
Adding set -x to the %post script makes clear why it went bonkers:

So, upgrading 10.2's module-init-tools RPM to the one in 10.3 added
/etc/modprobe.d/unsupported.blacklist to my filesystem, but it did not get
around to unblacklist:
