[Bug 273791] KNetworkmanager is not started when the session is restored

Same issue with 10.3 beta 2. I log into KDE, knetworkmanager is started
automatically. I open the knetworkmanagerrc file and change Autostart to "no".
Then I log out and back in again, knetworkmanager is not started autoamtically
anymore.
I did not see the three buttons when trying to quit knetworkmanager either.
