Yes, it has been changed intentionally, .tar.gz can be extracted on windows
system with winzip installed.

AJ commenting: After discussion with Lukas, Christoph, Coolo and Juergen: Let's
use CD1:/license.tar.gz (CHANGED from /media.1/license.tar.gz) only and remove
the license directory. File EULA.txt will stay untouched in the root of media.

This change doesn't touch previous changes in GTK, ncurses, and Qt (they use
EULA.txt which is not changed)
This decision has been made by AJ+Coolo+Cthiel so I don't see any reason to
"fix aST" however I've checked that my implementation expected textual changes,
so the license file (license.tar.gz) is a parameter so we *could* change even
after the text-freeze.
Moreover, this "licenses.tar.gz" is mentioned in both "Product License" dialog
and "Add-On License" dialogs. Both can be different of course.
Reassigning to AJ to decide.
