It is required in block device detection phase of libstorage.
There is no may to tell when it actually will be needed.
There could easily be additionally attached disks (e.g. via iSCSI, USB,
whatever)
that contain md devices even if during installation there were no such
devices present. So requiring it by yast2-storage is correct.
