In short - if we would set START_SERVICES to "yes":
No bluetooth device -> no starting bluetooth service
Bluetooth device -> starting bluetooth service
if NOT - (START_SERVICES="no" - what we have at the moment):
No bluetooth device -> no starting bluetooth service
Bluetooth device -> NO starting bluetooth service
Is there still an security issue (audit required) if the service get not start
if there is no bluetooth device?
