We (jsrain, locilka) had a talk with AJ and AJ called to Coolo to confirm it.

The current status is that
  * Linuxrc already downloads some files (info.txt, for instance)
  * Linuxrc will not download the entire /media.1/license/ directory

Proposed and confirmed solution is this:
  * We'll have /media.1/license/ and /media.1/license.tar.gz
    (for the installation "bootable" media, not for "non-bootable" add-ons)
    The content will be the same, but license.tar.gz will be gzipped
    (cthiel)
  * Linuxrc will download the file /media.1/license.tar.gz to the inst-sys
    (snwint)
  * YaST will unpack it and present to the user
    (locilka)
  * Add-On creator needs to be adapted
    (jsuchome)

Please, comment.

PS:
  * File name 'license.tar.gz' is not definite (cthiel, aj, coolo)
  * Location of the file in inst-sys is not defined (snwint)
