I've opened #245934 against evolution.

It does seem to me to be curious that setting it higher would break anything,
though. I understand the need to keep misbehaving programs from spiraling out
of control. And from hogging limited resources in general. And that there is
a tradeoff between the availability of the overall system vs. the performance
of single programs.

But... it really breaks RPC? Really? I had no idea. :)
