On the command line, you can specify "cp936" in addition to utf8=true
like this:

mount -t vfat -o utf8=true,codepage=936 /dev/sdb1 /tmp

See "man mount":

codepage=value
Sets the codepage for converting to shortname characters on FAT
and VFAT filesystems. By default, codepage 437 is used.

I.e. the "codepage" option is for the shortnames and the utf8=true
option for the long file names.
