[Bug 223045] irqbalance (i586) 0.0.9-58 not working, OK when replaced with 0.0.9-43 from SuSE 9.x

That this problem exists since SL 9.2 doesn't make it look better. I suggest, you either name the script irqbalance, or the service irq_balancer.
