No, it is the GNOME desktop handling this.
Powersave does only handle this if no user is logged in (or better: if no
powermanagement applet is running in the session).

Do "killall gnome-power-manager" and the problem will probably be worked
around, since then powersaved will take care of shutting down the machine.
