I agree it's a harmful feature. It certainly shouldn't be enabled by default. I
see no reason for not providing the option here though, with appropriate
warning, considering zypper already provides it, as does the sw_single GUI.

I assume it is also possible for maintainers of 3rd party repositories to
publish updates with patch priority too, if they so wish? Is that as simple as
adding a patch-...xml file to the repodata directory? Is this documented
anywhere? Is there a schema for the format of these XML files available?
