In right-click on file -> Properties -> Permissions, there is only a toggle for
Execute permissions. That means either everyone can execute the file or no
one. This doesn't allow for a user or a group to be allowed to execute it
without allowing everyone.

This is technically a feature request since the feature is not implemented.
However I think the fact that there is no UI is Nautilus that provides the
ability to set execute permissions for just the user (a core filesystem
operation) make this a bug not and enhancement.
