Sorry, my previous suggestion about adding a <file> into your profile will not fix the problem, because these files are written only after the problem occurs. Hence, try adding the following chroot script to your AY profile: <scripts> <chroot-scripts config:type="list"> <script> <!-- FIXING BNC#801878 --> <filename>chroot_bugfixing_801878.sh</filename> <source><![CDATA[#!/bin/bash #Fix ag_initscripts according to BNC#801878 sed -i 's/.*\(\/sbin\/runlevel.*\)/SYSTEMCTL_OPTIONS="" \1/' /mnt/usr/lib/YaST2/servers_non_y2/ag_initscripts]]> </source> </script> </chroot-scripts> </scripts> This script adds SYSTEMCTL_OPTIONS="" in front of the call to /sbin/runlevel which causes the hang in my case. It *should* work like this, although I have not tested it myself :-) Please consider this as a workaround until an updated yast package is available. You could try to provide the patched file using the <files> section. I cannot guarantee that this works though... I personally built an updated yast2 package on OBS containing the patch and it works for me so far.

This looks like you hit bug 801878 of bugzilla.novell.com. One of a lot of fallout caused by systemd integration. Unfortiunatley it is not fixed in time for 12.3 release.
Thanks for your reply. Yes, that's definitely the bug ( https://bugzilla.novell.com/show_bug.cgi?id=801878 ). I hate systemd. Yet another solution in search of a problem.
I guess I'll just have to hack up some alternative mechanism for enforcing the runlevel.
