The package has easily unneeded things: unit-test, distutils and pydoc for instance. I think it could be striped somehow, but I can not find what stuff requires python in initrd.
Moreover, python-base is marked as type="delete" in kiwi/system/boot/armv7l/oemboot/suse-13.2.
I don't have an answer for you, but you could simply branch the JeOS package (which should also branch all the linked packages) and check yourself whether dropping that line causes any build failures or suspicious build log output.
