[webui] Initial maintenance incident from branch support
Currently, there's no sane way for the WebUI to display the
maintenance_incident request target project (like
'openSUSE:Maintenance'), the API decides. But we have the 'maintained'
relationship between projects, which isn't really used yet (at least not
in the OBS). That would be a perfect fit.
