My idea was to take a look at the mirror system, specifically the hotstuff selections, which haven't been working for a while, apparently.
Since you have experience in Java and packaging, I was always worried that our ci.opensuse.org ran a Jenkins where we could not even apply trivial patches, because we do not build it from source, but just re-package the upstream war file: https://build.opensuse.org/package/show/devel:tools:building/jenkins
It was news to me that Apache Maven is part of Factory now - amazing. I don't know how hard it is to build Jenkins from source, nor do I know how RPM packages of Java applications are made, but I can look into it.
