I am not even sure what the right semantic should be, given that users

we are trying to adapt code as world changing. Of course knowing that change already
happen always help us to react in time. For first our attempt to adapt to /usr/etc ( as it
cannot be done automatic as there are differences between software how they handle it ) is
"Splitting Configuration Files between /etc and /usr/etc"
