something to cover the whole process, including bumping the package
version and creating the PR, not "only" creating the maintenance branch.

You're completely right. Probably the right question would have been "Is
someone already working on it?" ;)
when should be when enough people work on post SP2 changes.
So, the new question is "Is someone working in SP2 stuff yet?"
if we all fixing stuff in SP2 it is unnecessary additional work when
majority fix SP2 and few people doing post SP2 stuff can create feature
