Am I allowed to check in the following enhancement (iirc, we already
discussed this soemwhere, but then I lost track...). I think we need
this for better locale support and the packaging level...
I was asked to change the .spec file and then tweaking create-spec was
the consequence. I'm not a perl hacker, thus I'm asking. The patch
seems to do what I what.
