I'm thinking of rule that in similar cases one has to contact maintainer or language wiki, and ask him (politely) to explain to new user procedure in native language.
By now quite often such translations in English wiki happened by people that are not quite familiar with English, and messages on discussion pages were unanswered.

Could it be that somebody tried to translate the page but forgot to move or whatever is needed to put it in "http://ru.opensuse.org instead"?

It is possible.
ICS login works there too, and I did that before, but: http://ru.opensuse.org/HCL/Laptops/Acer when I (just now) attempt to copy wiki source text from en to ru it looks different and not nice. Besides translation is not near complete, so that looks strange too. I guess that problem might be in text on http://ru.opensuse.org/HCL/Laptops/Acer ru: На данный момент эта страница не переведена, здесь вы можете найти <оригинал>. en: This page is currently not translated, here you can find <original>.
<оригинал=original> is link to http://en.opensuse.org/HCL/Laptops/Acer and that is how user Xpsy (http://ru.opensuse.org/%D0%A3%D1%87%D0%B0%D1%81%D1%82%D0%BD%D0%B8%D0%BA:Xpsy) landed on English page, logged again and started editing, thinking that is still ru wiki. As side effect, my message on English wiki will never reach the reader.
The idea with links is good, but it seems that it works sometimes in unexpected ways :-)

I checked history before reverting, the only thing that is lost is Russian titles, nothing else was translated, and nothing else was changed. Otherwise I would use longer way and edit translations.
