Over the years, I've seen less and less published by the LDP and many, many complaints about the difficulty of publishing material via the LDP
we now have a wiki (not mediawiki but MoinMoin, more docbook friendly) at wiki.tldp.org -- things in the queue way too long, etc. There was an
unmaintained HOWTO I wanted to take over, but the existing author was unwilling to let go ("I'll get to it someday") and I don't think there was a process to take over a doc when that happened.
there is a process, but still difficult. That's historical reason: LDP is author oriented, we prefere to have identified authors. But is the old times, the authors didn't always choose a licence, and a doc without licence and with an author are closed source! but it's always possible to re-do from scratch.
Of course - this was years ago. I haven't heard a peep out of LDP for a while. It looks like things are changing - can you fill us in on the current situation and maybe how we can coordinate?
we have a page status: http://wiki.tldp.org/Page_Status where all the HOWTOs are listed, with the licence. Any open licence (that is nearly any licence listed on this page) allow changes in the doc.
