Each language wiki has its own list of users. If a user has an entry in the English English wiki, he has to make another one in his own wiki or vice versa. In a language wiki, you can refer to the user page in the English wiki, like the example above, by preceding User with ":en:", so the above would solve the red link in the Greek wiki [[User:Diamond_gr]] to an existing link by specifying [[:en:User:Diamond_gr]]. Obviously it is meant that the English page is in English and the Greek page is in Greek.
In your case when a user only has an English page, but he/she has not mentioned an e-mail address there, you can't communicate. However a user has to register with a working e-mail address, so somewhere this information is available, but maybe privacy rules prevent this information from being used for other purposes than the registration.
You may consider to put something on the bottom of the Main page to encourage people to make them self reachable when they contribute.
