Depending on the size of your changes and your preference you can send it to the list, attach it in bugzilla, or provide a link to the file. If you want to work regulary on the page, I can help you to get svn access, but we still need to ping someone who can deploy it on the server. I usually work on these pages whenever there's a new version to translate or whenever I spot a mistake. Perhaps it's a good idea to give svn access to one member (at least) of each translation team.
