Browsing Wikipedia I stumbled on article about history of their Featured article process. http://en.wikipedia.org/wiki/Wikipedia:Wikipedia_Signpost/2008-07-21/Dispatc... Of course that is easy to point out, but to implement process will require some work to lay down infrastructure.
