I don’t believe this is possible from within Uyuni. (Others may correct me if I’m wrong)

When an admin wants to achieve something like this, the normal place to do so would be on the edge firewall, where a rule might be put in place to limit the speed FROM the internet TO the Uyuni server.

If that is not possible, Linux can do bandwidth limiting through the ‘tc’ command and there are a few guides out there.  Here’s one such guide, but there are many others.
