I guess you mean /usr/lib/susemanager/bin/pg-migrate-10-to-12.sh?
I am not aware we have pg-migrate-9-to-12.sh
But then looks to me that you didn't run it when you upgraded to 2020.07.
So yeah, if you did it now, that fixed the issue.
