We found that for a newly registered system,

shows the time at which the system was registered/bootstrapped, and not actually booted.

I opened a ticket with support, they just gave me "works as designed" because the documentation for "Overview > System Status" notes "This message indicates the current state of your system in relation to SUSE Manager." I fail what that is supposed to mean, especially since system status and system events are different parts of the GUI.
