But packman does not offer any repositories yet for the openSUSE Factory build. I have build the packages to get feedback before I create the request to include this in the openSUSE standard repositories.

No, the oss repo can not be changed once the distro is released. Updates would be done via the update repo - however, version updates are not done either unless absolutely needed, which is not the case.
No, the intention, as commented in the factory list, is to put the hplip packages on a more visible repo, not in a "home" repo.
