I had this because of an extension. Try to deactivate
all extensions. If it is
this, activate one by one. Until it represents. At the time it was a non well

It is the "about:performance" tab itself, after the computer comes out
from hibernation. I click on reload tab, which can take a few minutes,
then FF is back to normal. It is now at 6% CPU.
