[opensuse] Failed at step NAMESPACE spawning /usr/sbin/start_apache2: Operation not permitted

More googling suggests this is related to systemd PrivateTmp directive, but not quite what the problem is. At times, it seems to also have affected fail2ban, ntp and mariadb. In my case, I had to restart apache instead of just reloading.
