Running KDE 4.9.2 from the 49 repo (12.2, x64), have not updated *anything*
for ~6 weeks. My Kmail incoming filters have all been working, no problem at
all. A couple days ago the filters just stopped working on incoming (POP)
messages. Once in the inbox the Apply All Filters works, but again not as
messages are being received.
Suggestions?

I presume you've checked the settings/Configure Filters/Advanced to make sure
the "Apply this filter to incoming messages" is ticked on each filter.

called at all upon POP receipt. Strange as they were working perfectly, and
there has been no change to any software.
Nico suggested upgrading to 4.9.4. I'll give that a try.
