Relaying hasn't been a problem for years ... and needless to say, to "use" a dynamic IP for spamming, isn't just "unreliable" ... it's as hard to impossible, especially when the ISP simply changes the IP every 15 minutes or so (depending on their DHCP policy).
Has it ocurred to you that you can host a domain on a dynamic IP? That is what all those dynamic DNS service providers are for, to allow for hosting quite realiably a registered domain on a dynamically assigned IP. So no problem at all to reliably use an unsecured mail server, once you have found it. OTOH, I have never heard about periodically changing the IP address while the connection is established - the IP is one and the same, until you interrupt your connection and dial in again. -- Andreas Philipp Noema Ltda.
