I used to use an analog/USB radio with KRadio that worked in a similar way, you controlled it via USB and it output line level audio back into your soundcard. Since this is described in the 2.6.17 kernel changelog as a "analog/digital hybrid", I would not be surprised if the FM radio and DVB-T video hardware are completely independent and just share a power supply.

FWIW KRadio has just been ported to KDE 4 and is available in KDE:KDE4:Community - I should dig out that USB radio again and try it.
