It appears as if Robert Love's CPU affinity patch is included in the SuSE kernel. For SMP systems this allows to restrict processes to specific CPU's. These patches can be found at http://www.kernel.org/pub/linux/kernel/people/rml/cpu-affinity/
Dirived from his userspace examles is the following affinity utility. It works on older glibc versions as the relevant system calls are included in the source, th utility can be found at: http://knowhow.vertis.nl/software/affinity-0.1-1.src.rpm
I get the impression that his schedutils package should als be able to control CPU affinity, but I was not able to make the suse schedutils work. So for those who would appreciate (maybe) another CPU affinity tool... look at the above link.
