I think it's a nice idea for people to be able to get a Source DVD if they want to. But your text lacks some logic:
-> If you don't have internet access, send an email to sourcedvd@suse.de ??? how is somebody supposed to do that? Maybe novell's lawyers should get some feedback on that requirement, as license texts are not always as easy understandable as they appear. I think, the professionals should take care of such things after they got announced about a possible problem (which happened with this thread on the mailing list)
