You have to experiment a bit with the KDE Regional Settings to get a valid locale.
Thanks Erwin, what a weird issue. I have just gone back to system defaults, pan is now working (as shown with this posting). Apparently, I had earlier attempted to make pan show a 24hour clock - and forgotten all about it. What I don't understand it - my system runs in en_GB.utf8.
