Excuse my asking, and sorry if this has been discussed before, but why
Portuguese isn't considered tier 1, while Czech is?

According to Wikipedia, there are over 220 milion Portuguese speakers
(South America, Europe, Africa and Asia), 186 milion only in Brazil,
while Czech has only 12 milion (Central Europe only).

We're still waiting for this year's census, but I think SUSE is ranked
#3 or #4 in number of users Brazil.

What are the implications of not having Portuguese as tier 1?
