man pages usually deal with cli commands and tools (as does GNU info), and there are very few diagrams in them. As they are normally produced by the developers or maintainers of those commands and tools I think one of the key issues here would be the attitude of those people to the idea.
Yes, but this chaps, being programmers, forget how difficult can be for translators (which may be non programmers) to translate man or info pages to other languages. I know, because I have translated some. I don't know what system would be best, but one should be found that allows easy creation of help/manuals on several languages and possibly with different target formats.
