It is possible to have multiple IP addresses on one NIC, by using alias addresses. However, as you say, there's no isolation that would block something like Wireshark. Typically VLANs are used on the LAN side, not the WAN. The only time I've seen VLANs on the WAN side is when one carrier is using another carriers fibre, to deliver a connection to a customer.
