I don't know. It was a surprise to me too. I just assumed there might be some basic client function. Regardless, there doesn't seem to be much about the server in that package. I have set up ntp servers before, when I was using openSUSE for my firewall, and there was some configuration involved. I just checked software management for ntp stuff. All that's installed is the yast2 ntp client configuration, which was there before and ntp, which I just installed.
