I'm on 13.1 and few leading repositories, one of which is Kernel_Stable.
I've just upgraded to 4.5 and yes it is an improvement in many ways. Funny, in the last 30min I've also just installed 4.5, but saw no immediate improvements :-) I had hoped it might fix my graphics problem.
I've been using 4.5 for the past few days -- or since it became available -- and I haven't noticed any whizz-bang, super-dooper speed-ups :-) .
I don't think anyone claimed there was "whizz-bang, super-dooper speed-ups". Perhaps over the 3.x series, as many kernel locks have been either improved or eliminated in favour of smoother networking, smoother process switching. There's a series of gradual but systemic improvements.
